Many railroad museums have a similar problem. As a start contact the ARM
(Association of Railroad Museums.)They can probably point you at an
assessor.

BTW RR museums have had real collection policy issues with working
equipment and collections policies. The Seashore Trolley Museum lost one
of it's accrediations as a result of different interpretations of how a
museum is supposed to treat it's collections.
