There are several different formats of photo-cd, but all are accessible
via CD-ROM drive, as long as you have the right drivers. Very old CD-ROM
drives may have some difficulty with photo-cd's, but that is unlikely to
be a problem these days.

I have found places that do scans from 35mm slides and negatives for as
low as 80 cents per image. (However, the quality was not all that great.
It depends on why you're scanning - documentation or reproduction.)
