Nazi-looted art begins now in 1933! When it comes to dealing with
Nazi-looted art, the beginning of the crimes is now backdated to 1933.
This is one result of a conference marking the 25th anniversary of the
Washington Declaration, which updated recommendations for the return of
works of art looted during the Nazi era. On March 5th, the “Best
Practices for the Washington Conference Principles on Nazi-Confiscated
Art” were presented in the USA:

-nazi-confiscated-art/
A corresponding press release can be found here:
https://www.state.gov/release-of-best-practices-for-restitution-of-nazi-confiscated-art/.

Until now, the so-called handout on p. 38 of
https://kulturgutlosen.de/sites/default/files/2023-04/Handreichung.pdf
reads that only transactions from September 1935 onwards should be
considered a crime. This was conveyed to prospective provenance
researchers in the many further training events: this is the deadline,
from then on you have to be careful. This officially still applies today
because the handout has not been updated. The current classification of
the WJRO that the "Holocaust Era" began in 1933, opens up the
opportunity for thousands of descendants to make a claim for the first time.

Thanks to Lena Grundhuber, German Center for Losses of Cultural
Property, Halle, and Prof. Dr. Christian Fuhrmeister, Central Institute
for Art History, Munich.
