The State Hermitage Foundation Canada, Inc. sponsored the application of UV
filltering film on the windows of the Hermitage in St Petersburg. If you go
to  the organization's web page at www.carleton.ca/hermitage your will be
able to find a link to post  your question to Bob Kazanitz who managed the
project.

If  you cannot get anywhere with that, let me know and I will put you in
contact with Bob.
