We also have a ban on candles/open flames in our rental venue. I always remind the renter at least three times - first, in the rental agreement (where they agree to pay a fine if it is discovered they lit candles), by email, and in person. It usually takes a lot of explaining that fire = bad, but what usually helps is giving them alternative suggestions, such as using electric powered tea lights and candles instead. There are a lot of very nice and realistic ones available now!

Subject: [MUSEUM-L] candles at rental events

We currently do not allow candles/open flames at our rental events which all take place outside of our historic house. We are getting some push back on this policy from brides and I'm wondering how other museums and historic sites handle the situation.
