I am an access consultant and have been working for 8 years on
accessibility to museums, policy, collections, sensitivity training.

I would be glad to answer any questions regarding access.

about guide dogs:
They must be allowed. However, the owner is responsible for the dog's behavior
My opinion: . If it disrupts museum visitors, there is no harm in
approaching the owner and asking what they can do to calm the dog. If they
have no suggestions, then I would offer them to see a different part of a
museum, or even to sit and relax until matters can be handled.
The key is to do it politely, calmly and with a smile.
