I am an access consultant and have been working for 8 years on accessibility to museums, policy, collections, sensitivity training. I would be glad to answer any questions regarding access. If it disrupts museum visitors, there is no harm in approaching the owner and asking what they can do to calm the dog. If they have no suggestions, then I would offer them to see a different part of a museum, or even to sit and relax until matters can be handled. The key is to do it politely, calmly and with a smile.
