I think the "supermaket promotions thing" your thinking about is/was called 
"Shelf Spotters."   Made for the supermarket industry the little battery 
operated 1 minute message repeaters didn't sell well so the company did some 
creative marketing and sold all of their stock to small museums looking for cheap 
exhibit interactives.    Alas the company is now out of business.

There are lots of companies making "digital message repeaters" -- check out 
http://www.avitra.com -- http://www.stoplisten.com -- though none seem to 
combine the durability and recording time and price of the Shelf Spotters.
