Hourly employees normally get paid only when they work. They do not get paid for holidays, vacation, sick days, or weather days. Most understand this and expect this. If you want to be beneficent and also want to be fair to the institution's financial responsibilities, I would suggest one of the following.
1) Have them come in to work on an alternative day when they were not supposed to work, assuming that this does not disadvantage another employee that you wish to retain.
2) Have them work from home on the snow day, if there is productive work they can do that benefits the institution.
3) Utilize the day at home as an education day where they learn something that will help them better do their job. There is plenty of training available on the internet for free. Perhaps if no other alternative jumps up, have them write a brief research paper on something like "recent trends in historic site interpretation." The opportunities are endless!
