I'm sure you're aware of this but....
The DuPage Children's Museum (in Naperville, IL) has an extensive water play
area. They installed a concrete floor -- stamped and stained to simulate
stone as I recall -- and then added a bit of "anti-slip" texture into the mix.
Then ontop of that floor, and under the actual water tables, the have layed
interlocking plastic dry-deck tiles that let the water drip and drain through.
