There are some private museums (not big ones) and there are Provincial
museums - which are therefore government, but at a different level.
What kind of natural history collections are you going to be working on?
I wonder if it is the museum in Taizhong (also spelled Taichung). If
the museum is already fully operational and it is natural history, that is
the most likely candidate.
