Good Afternoon Barbara:
To answer your survey questions on the exhibit development process:
1.  Each exhibit to be developed is given a specific objective within each museum/nature center/facility's strategic plan (usually a 3 year planand updated annually with semi-annual additions/deletions).  Each objective is written (by the appropriate manager) to be SMART specific, measureable, attainable, results oriented, and time bound.  Each objective is also assigned staff, budget, and other physical resources.  During a formal protocol, administration/management either approves/rejects/modifies the objectives (and their budgets) after the appropriate manager submits the draft plan.
2.  The approved stragetic plans and their approved goals and approved objectives become the basis of the entire museum "family" approved budget.  In other words the budget is a quantification of the goals and objectives.
3.  Another part of the exhibition development process is to determine its feasibility (can it be funded by outside sources or will it be funded internally) who will want to see it and appreciate it (marketing) and answer other questions.
4.  If the exhibition gets the "green light".....the exhibition's construction, installation, marketing, and ancillary programming are each given objectives in the next year's strategic plan and have their own budget lines (revenues and expenditures) submitted for administration/management approval.
5.  This is the way we do it.........if you have questions please feel free to call me.   The bottom line is exhibits are not developed unless they are in the approved strategic plan and the approved budget, and staff and resources are approved to work on it.

I would like to take a brief survey of the list members.  If you are
involved in the exhibit development process at a museum, do you find that
you have timely support from your administrative staff?  Are they willing
to commit museum resources to the project in the form of staff time, funds,
and fund raising efforts?  Are seed moneys made available to you for
concept development?

Conversely, do you find that projects drag on for years due to lack of
administrative commitment?  Do you experience a reluctance to make
decisions concerning the future of proposed exhibitions?  My goal in
conducting this survey is to find a museum (hopefully, more than one!)
where there is a culture of support for completing exhibition projects in a
timely manner and pick the brains of the design and development staff.
