As Beth Filipek said, the Eastman School of Music – specifically the Sibley Music Library. I know they hold collections of sheet music. Here is their website, doesn’t mention their collecting policy but does give staff emails:

Beth,
I don't know their collection policy, but you could try Eastman School of Music in Rochester, NY; they have a large music library and an archive with historic pieces.

Hello -
I am looking to deaccession some sheet music which is not relevant to our collection. The pieces are from the 1930's and 1940's and are mostly popular music from motion pictures. Does anyone know of an institution which collects sheet music?
Thanks,
Beth
