Do you have access to the AAM publication "The Official Museum Directory" ?
It lists 8,000 museums and several categories of data for each, including a
heading indicating governance/parent organization. I noted MANY museums that
are affiliated with their local municipality, or county.  It also lists key
personnel and phone numbers, so you can make contact.

If you do not have a copy, check your library, or another museum nearby.
You may find it is worth the purchase price (AAM members, $155.00) it is so
full of useful info.

I did some research in it recently, but did not note the museums with
municipal ties.
