This is a very provocative idea.  I might suggest that you look into the
operation and mission of Christopher Whittle's for-profit educational company
for a parallel example.  As I understand it, his company administrates and
directs schools according to standardized principles.  I'm not sure how
widely this is used, but other subscribers might have some insight.  Thanks
for raising an interesting issue.
