For libraries, there is also a specific exemption (Section 108) that allows
making up to three copies for purposes of preservation.

Among other recommendations, the recent Section 108 study group convened by
the Library of Congress recommendation that the exemption be extended to
museums, as well. See http://www.section108.gov/
