Dear Peter,
I just looked over a book that was produced by MassMOCA for their opening in 1999.  It isn't very detailed but I found the discussion about how they decided to modify an existing industrial site to house contemporary art quite compelling.  

I'm not sure if this is what you are looking for but, you might also want to check out Museum Planning ed. by Gayle Lord.  The book is being reprinted and is available through AASLH.  It goes into great detail about the planning process for new museum buildings.
