One low-tech and low-cost solution is to provide scripts for the hearing-impaired visitors to take with them on the tour. You can make several nice bound/laminated copies (perhaps with color photos to illustrate what is being described) and hand them out at the beginning and collect them at the end. Unfortunately this approach would not account for Q &A components (or other "off-script" discussion) of the tour, but here again it might be possible to include an FAQ in the script since there are always a handful of questions that come up again and again. It also might be a good idea to bring a small whiteboard, marker, and paper towel so that the deaf visitors can write down their questions (and the tour guide can write down the answers) if needed.
Good luck!
