I think the simplest answer lies in their names.  Collections Care refers
to the physical care of the collection, while Collections Management refers
to the overall management of the collection, keeping in mind the questions
and considerations Angelique Kelly referenced in her reply, as well as the
considerations (but not limited to)- should an item be accessioned?  What
items should/ could be deaccessioned?  The institution's mission statement
and collections policy helps guide these decisions.
