Beverly,
We would only be guessing as to why these non-profits would do without a
budget. It seems like the thing to do would be to ask them directly. They
may all have the same reason, or they could have different reasons. We
still don't know if these are museums, or arts and cultural organizations
with a public mission, or what their purpose is.

I am pretty sure that most museum professionals would agree that adopting a
budget is standard good practice.
