The criteria, and if I am repeating information please forgive me, ought
to be whether one spouse is in a position to allow for misappropriation
of institutional resources, monetary or otherwise by the other spouse.
If the potential is there, then someone will abuse the trust.

Secondarily, the appearance of impropriety is as important as the actual
action.  It can be a tremendous drain on the institution when staff are
debating whether an business relationship with an employee's spouse is
ethical or not.  Better to avoid the appearance and find someone that is
not related to the institution.
