Here's my suggestion, if has many steps but the result will be durable and very clean looking:

 

Start with ½" MDF board, cut to around the final size that you want, on top of this use liquid nails and a laminate roller ($15 at home depot) to apply ¼" gatorboard, be sure to get the glue spread evenly and to roll the gatorboard firmly so that the entire surface sticks to the MDF. Using the same process, affix ¼" cork tiles on top of the gatorboard, again be sure to roll the cork evenly and firmly. Once the glue dries you can trim the entire assembly on a table saw for clean edges and then use upholstery tacks or hot melt glue to stretch the fabric over the board. This combination will last for years and the pins won't bottom out on the MDF board.

Subject: [MUSEUM-L] Panel / Exhibit board

 

I am looking at installing a board on the wall to attach photographs for display.  I have
fabric to cover the board, but want some type of inner-substance to give the board 
the ability to use stick pins or such if needed.  What is recommend to have between
the board and other fabric -- cotton?  We do not want to attract those pesky critters.
What type of wood or plywood would be best for the board?
