Sharyn,
First you have to decide what kind of gallery and why; non-profit or
profit, controversial or commodity, etc.
Meet as many artists as you can. Form these artists into groups that meet
regularly at each others studio to discuss each others work, articles
about other artists or ideas. Your artists will be grateful and more
productive.
Organize high class professional shows in public spaces or cafes. If you
start something good people will be interested.
