Do a search on the AIC's free "Find a Conservator" referral service. Look
for an Objects Conservator in your region (Lot's in DC and some in
Baltimore). You'll want someone with experience in the materials that the
doll's head is made from - there are big differences between wood, plaster,
porcelain, and plastic.
