By going to private contractors there is also the exclusion of a majority of ed
ucational insitutions that provide at least now all of their graduate students
and faculty access to internet services as part of the academic adventure.  I b
elieve that many elementary ed systems will also eventually come onto the inter
net if they are not already.  The use of subscription services such as AOL and
others could be costly if notprohibitive.  Anyway  just a comment.... JIm
