I took MOU to be a Memorandum of Understanding, but perhaps there's
     another meaning for it kicking around out there.

 MOU?   What's that?

 I'm sure it's a well-known acronym in your field but all I could think of
 (it's been a crazy day) was a cow with a French accent!
