I would not recommend direct confrontation (also known as intervention)
without professional advice. That could do as much damage as help. I would
advise talking to the woman’s doctor (it being a small town) and asking the
doctor to arrange for a family, doctor and friends’ intervention. I the
meantime the museum needs to distance the person from direct volunteering
and any responsibilities that have legal consequences. This situation is not
a joke, and it will not cure itself.

My suggestion:  clear, precise, compassionate confrontation.  The volunteer
is probably in denial and it might be helpful to suggest AA.
