Thank you, Robert for making us all aware of these papers.  I found
Schwartz's paper a little disturbing, as probably did most of us who
work in institutions where reproduction rights fees are typically
charged because we do not hold a copyright on our materials.   (I am
speaking generally here.)

It should be noted, however, that many of us have also always made
exceptions for scholarly publications, either by reducing or waiving
fees.

I hope that you will keep us informed as the bills progress through the
U.S. Congress, as well as progress on this front internationally.
