Hi! Colonial Williamsburg has a "mill.shop" where they demonstrate
making hats, wigs (I think) and it has lots and lots of tools.  I'd
contact those folks and describe/photo the tool in question.  I think
it's likely they can help.  Sorry, i have no email for them - their main
