Here at the California State Capitol, we have not seen a decrease in
numbers, but in preparedness of students.  We tie our tours to
California curriculuum in legislative process and history.  Sadly, many
school groups that now come in have not yet had ANYTHING about that in
class before hand.  The process of how a bill becomes a law is unknown
to them much of the time.  In talking to teachers, they say they have to
spend so much time on NCLB standards test prep that they cannot get to
it!  Sad, really.

(Strangely, having a "celebrity Governor" means that most children
coming in do know the Governor's name. :-)  That is a first!)
