I am a tour guide for California State Parks.  We are not allowed to
accept tips.  I find that they understand if you let that patron know
that you cannot accept a tip.  If you are in a position where you are
alloed to accept tips, I would say it is OK to take it.  Private tour
companies' guides EXPECT tips often!  So the practice is not unknown.
