The best way (that I know, anyway) to support the flag is to take a piece of unbleached, undyed cotton that is larger than the flag, stretch it over a backing board or in a frame (like an embroidery frame), then hand-sew the flag to the cotton. The flag should be sewn along its entire perimeter, and perhaps and various points across its surface if it is large.
If the pest (insect? rodent?) infestation is no longer active, you shouldn't have to do anything else to stabilize the damage. I'm not sure if much can be done about the rot, except to ensure the pieces remains in an environment where further rotting will not occur.

Hi all,
I friend of mine has two flags that have some dry rot and are tattered
from possible pest activity. She would like to know how she should go
about having the preserved in order to display them in a frame. I've
told her about UV film for the glass, acid free backing for the frame,
but what kind of supports should be used? How else should they be
stabilized for display so the flags do not sag and fall in the frame?
Are there any restorative measures she can take to combat the dry rot
and pest activity?
