I found this web site for reenactors which has a discussion of hats for
horses -- 
some seem to think the hats were more for mules.

Hello! Does anyone know much about straw horse hats, their history, and

if they had a reign (ha, ha) of popularity? We were given one (along

with that weird mystery object). It has fabric binding around the ear

holes and long fabric ties to keep the hat on.
