The loft building where I live/work is a historic building (Sears Catalog Building).  We experienced a severe issue with grackles this year and the building hired a company to "relocate" them.  The company comes by once a day at dusk and makes noise on our block using an air horn.  They also shine a flashlight into the trees.  Occasionally, when it was really bad , they used a starter pistol fired into the air.  Initially, we were skeptical about whether this was humane and effective.  Many had visions of the father in the movie "Steel Magnolias" clearing his backyard for his daughter's wedding.  After a week though, the birds moved on to quieter areas with little fuss.
