The city of Jackson's mayor has a special group to help give advice.
Found by a web search using the terms
Jackson, Mississippi then searching the site using the term
disabled
"..The Mayor's Disability Advisory Committee was created to insure that the
citizens from the disabled community could have representatives to voice
their concerns about the City of Jackson. This committee is comprised of six
citizens from the disabled community. The committee meets quarterly with the
Mayor's Office to express any concerns that have been brought to their attention
and to make a contribution, from the disabled community, to making Jackson
the "Best of the New South."
I'm sure the library could provide names of groups who could help provide
skilled person
or the hospital rehabilitation and physical therapy
or the Chamber of Commerce

It might take a panel discussion because wheelchair problems and blind,
