_Managing a Nonprofit Organization_ by Thomas Wolf (Simon & Schuster,
1984, 1990) has an entire chapter on personnel policies, and it
articulates nicely a lot of practical factors that should be considered.
It's also a good overall book to have around.  The author has included a
few helpful examples.
