Jennifer,
Once you scoop up whatever you can (wearing medical gloves) then I would
steam clean it (perfect for hard surface cleaning and disinfection). Wipe it
down with lysol wipes and repeat until clean.
There should be a way of securing the lid down or putting something on top
to make it obvious it is not in use.
