Yes, I work at the AI.  The photographer is Joel Meyerowitz.  He had
a studio for many years that overlooked the WTC and would take photos
capturing the light or athmospheric effects.  He was working on
pulling together pieces for a show when the attacks occured.  The
architect of the gallery is Tadao Ando.
