Good Afternoon John,

Be careful in using a "consultant" to do the job an "employee;"....your
decision on this matter could be in violation of several labor laws and
even attract the attention of the IRS.  You may wish to  do a Google
search on "consultant vs. employee" to provide a introduction on the
subject.  Because of the many nuances relating to this matter,  I would
seek legal advice from an attorney to assist you in your decision.  I
have been there and done that.

Has anyone in their museums used a consultant for planning,
reorganization,
events, fundraising, conservation, etc.?   Or have you used a consultant
to serve as "temporary" employees to do a specific (fix the problem
type)
job instead of hiring a full time public relations, event planner, and
so forth?  
What are the common fees for such services?  And the "big" question -- 
was there any major problems or perks for association with such
services?
