The following is anecdotal evidence, but it does point to the
effectiveness of billboard advertising for at least one museum:

Lynne Belluscio, who is director of the LeRoy Historical Society (also
home of the Jell-O Museum) in LeRoy, NY, successfully partnered with
other organizations and business in LeRoy to rent an existing
billboard on the NY State Thruway (west to east) to promote themselves
and the town.  She has told me that almost immediately after the
billboard was done, the museum started getting visitors who had seen
the billboard and decided to stop in LeRoy, visit the museum, and have
a meal because of it.
