We purchased a Miele canister vacuum as an alternative to a Nilfisk and have been very happy with it. Most have the variable control and HEPA capabilities. They may be a little out of your price range, but you might be able to find a sale or local dealer (prices online were in the $500-600 range). 

Good luck in the age old search for an affordable, museum quality vacuum!
