Closing  Your Eyes Won't Make the Threat Go Away

Museums, as well as  the American public, continue to be concerned about 
proliferating terrorism  threats, especially with regard to the 
vulnerabilities of "soft target" public  places.  Those individuals or groups  intent on 
doing harm are increasingly difficult to recognize and identify.  "Lone-wolf" 
attacks are almost  impossible to predict, and difficult to prevent.  While 
these threats do exist, so do best  practices for mitigation and response.  
This workshop addresses the step-by-step, practical methods that may be  
accomplished by museums and cultural institutions of all size and scope,  
regardless of budget, staff size, and mission. Workshop participants will learn  
how to recognize potential problems, and how best to deal with these 
problems in  a safe and reasonable manner, including reporting of incidents or 
suspicious  persons, improving staff awareness, and de-escalating potentially 
violence  confrontations.  
Managers will also  learn how to better prepare for the worst-case 
scenarios, and to avoid  unnecessary losses, litigation, and injury.  The workshop 
leader will demonstrate how  to develop or enhance policies and procedures, 
develop or update site-specific  emergency plans, involve all staff and 
volunteers in the planning and response  process, establish or enhance 
relationships with local emergency response  agencies, and conduct regular practice 
exercises. Recommendations will be based  on practical, low-cost (or no-cost) 
protection strategies.
