I can't give you a definition, but as someone who works for a public funder I
can tell you that regular public hours are important for us public funders.
For example, if a citizen calls an elected official and says that we're
funding an organization that's never open to the public, we can always say
they have limited resources and limited hours, which are .... Somehow "by
appointment" never makes the case that the organization is accessible and
open to all.

Have you thought of setting up limited regular hours that you could advertise
as "open to the public"? For example, if you know that most of your school
bookings are Thursdays from 10-12, those could be your public hours since you
know that you'll be open anyway.
