You might want to contact the American Association for State and Local History (AASLH).  I was scheduled to go to their 2001 conference in Indianapolis.  My flight out of Washington, DC was scheduled for the evening of September 11.  The entire conference was cancelled for obvious reasons.  They sent a letter out explaining that the cancellation was covered by event insurance and refunded the registration fees.
