just yesterday i got an email from a member of our staff regarding this 
same topic. the woman's mother works at an organization called Phones 
for life (which you can google and the sixth entry down is the one you 
want).

phones for life takes old, donated cell phones and redistributes them 
to seniors to use for emergency 911 calls. check out the website 
www.phones4life.org and maybe it'll be what you are looking for...
