Another thought would be to balance appropriate rotation of objects
against the numbers Dave suggested.  How many items have been
over-exposed or otherwise damaged? What resources do you have to rotate
objects that need to be rotated?
What staff & staff time do you have to devote to collections and how
does that compare to what you need?
