Well,

 I think it is always up to the donor to make the determination of value. The 
Museum's responsibility is only to acknowledge the gift. The best advise is 
to send him/her to a dealer/seller in photography to assist with the value 
issue. That will be cleaner when it comes to answering the IRS question.
