Oooo.... what an interesting inquiry that must have an intriguing backstory.

Aside from leadership trying to avoid accountability and transparency,
or on the off chance they anticipate no income and no expenses I can't
think of any ethical reasons why a non-profit would avoid developing a
budget. I am sure I am wrong, and I eagerly anticipate reading the reasons
others might offer for this peculiar behavior.
