Most of that stuff can be found on the Department of the Interior's Web
site, which as you may know, is down right now.  Try the Advisory Council on
Historic Preservation www.achp.gov I think.  They are the government
appointed group that reviews appeals and MOA's for Section 106.  They might
have something.  Also, another sight that I've found user friendly and
chocked full of information on this subject is the Michigan History Center
Web site.  Follow the links through the Historic Preservation division and I
believe they have material and info on 106.
