The University of Wisconsin-Madison offers a PhD program in Design
Studies and you can concentrate on the History of Costumes and Textiles.
I did my MS there.  They have an amazing textile collection, too.
Please contact me off list if you would like me to share some of my
experience with this program.

The University of Minnesota offers an Apparel Emphasis through the
College of Design:

My top pick for a PhD program is the History of Design degree at the
Royal College of Art, London.  It is a cooperative program with the V&A.
I have had some really positive experiences with some of the faculty
there.  The problem is, of course, very little funding for international
students.

I graduated from the master program of Museum Study: Costume and Textile
from FIT, NYC.  I am looking for a school which offers the same
direction of study but in doctoral degree. Does anyone know any school?
